Origin of its name
At the first year of the reign of Helv (514 B.C.), Helv, an emperor of Wu, built Suzhou Ancient City. There were 3 city gates, Feng Gate, Lou Gate and Qi Gate, in the east of the city. Before 1949 (preliberation), today’s Loufeng area used to be called “Feng Lou Fu Guo” (meaning Feng Lou bordering the city walls). On Nov 11, 1949, new names such as Loudong Town, Loubei Town, Fengtang Town and Xinqi Town were called, for township administrative organs were set up in eastern suburban areas by Municipal Government. In October of 1952, Suzhou Rural Government was established. In September of 1953, Suzhou changed its rural administrative districts, i.e. renamed Xiqi Town for Louqi Town and added a new town, Shetang Town. In Feb 1956, it came to Loufeng Town in combination of Loudong, Louqi, Fengtang and Shetang Town. This is the first time for a township administrative district named after “Loufeng”.

History of Loufeng and seat of local government
Today’s Loufeng area belonged to Ju Wu at the end of Shang Dynasty, and later was under jurisdiction of Wuxian County. In the first year of the resign of Wu Zetian (696 A.D.) in Tang Dynasty, Wuxian was separated to establish Changzhou County, to where most of now Loufeng area belonged. In the first year of Min Guo, it came to Suzhou City in combination of Wuxian, Changzhou County and Yuanhe County. Suzhou was renamed for Wuxian, to where Loufeng belonged. In Feb 1951, Loudong Town, Louqi Town and Fengtang Town of Wuxian were incorporated into Suzhou. In October of 1952, Suzhou Municipal Government was established, which administrated most of today’s Loufeng area. In Feb 1956, it came to Loufeng Town in combination of Loudong, Louqi, Fengtang and Shetang Town; set up Qingyang Town in combination of Changqiao (N), Nanyuan, Xindang Town. In Dec 1957, Qingyang was combined into Loufeng Town. In Sep 1958, Loufeng People’s Commune started to handle administrative affairs. In Oct 1983, following the division of government and commune, Loufeng Town recovered its administrative functions. On Feb 11, 1994, State Council approved the project of SIP. That September 29, Loufeng was put under direct jurisdiction of Suzhou Municipal Government, and its administrative affairs were handled by SIP Administrative Committee. On Feb 25, 1999, Loufeng Town was established. On Feb 23, 2002, then Xietang Town was incorporated into Loufeng Town. On Sep 30, 2004, Chefang Neighborhood Committee of Luozhi Town of Wuzhong District, along with 9 villages, i.e. Chaoqian, Hengxiang, Lijia, Dacang, Jinyuan, E’tian, Wangbang, Huayun, Cheyu, apart from partial areas combined into Dushu Lake High Education District, were put under jurisdiction of Loufeng.
From Feb 1956 to Feb 1986, Loufeng People’s Government was situated at No.44 Shi Pao Tou outside Feng Gate. From Feb 1986 to Oct 1992, Loufeng Township Government was situated at No.6 Donghuan Road. From Oct 1992 to Mar 1997, the government was on the north side of Xinsu Bridge, Donghuan Road. From Mar 1997 to Sep. 1999, the government was at No. 328 Donghuan Road. Since Sep. 1999, the government has been in the Loufeng Administrative Center, No.28, Tongyuan Road.
